[NCARC] Can't get into 115 or 275

Hi Paul,
Your outgoing tone needs to be 100Hz to get in. That is all that is
required. Your receive tone will keep you from getting other interference
that breaks your squelch, but isn't necessary. Try without your receive
tone and you should get into the 145.115 and 447.275. I am not able to make
the receive tone work, either, but that shouldn't keep you from getting in.
Anybody know what the receive tones are?
