[NCARC] Can't get into 115 or 275

Encode only, use PL 100.0 Hz

IF you decide to use the decode function of your radio tone squelch, use 
110.9 Hz

So,
Encode (transmit) PL 100.0 Hz
Decode (receive) PL 110.9 (If desired or just use PL Encode only with 
carrier squelch (NO PL tone) receive.

This is valid only for the NCARC 447.275 and 145.115 repeaters.
