[NCARC] Ham leading Scout Troop

There is a repeater about 9 miles north of there that is probably reachable
(HT might be iffy, not sure)...  It's owned and run by myself (KD0EMF) and
KT0L...  It's at 447.325-/100hz.   The mountains can make it tricky, but
I've used it on the road that turns into the scout camp with a mobile unit.
