Hi, John:
This sounds like mobile stations would be appropriate and, perhaps, a
mobile station using a home antenna.
Although without the availability of fuel, there would be no mobile
stations.
Alas, the only power available in the Greene County ARES scenario is
solar (wind, water wheel,...).
If you are going to use permanently installed ham antennas (and
radios?) at the served agencies (Fire/Police),
generating this map would be practical during a SET.
Else, if not using existing antennas at served agencies, generating this
map could be done anytime.
My soul is with serving the needs of the community, rather than the
narrowly defined needs of Fire/Police.
