[MRCA] remote tuner

I built a version and called it the "Ugly Tuner".  Note the "Current 
Detector" circuit  used to tune for maximum current and lets dem SWRs 
take care of them selves.      The Detector circuit can be switched to 
either side of the line to make sure everything is "balanced".
