[MRCA] URC-32B

I have a new to me URC-32B.  It receives just fine but will not transmit.
Unable to get any drive control.  I have tried just about every combination
but no joy.

 

Wondering if someone who is familiar with the unit would be willing to
assist me in troubleshooting.
