[MRCA] 10-Meter FM

I don't think any fed agency really cares about 
wide band FM below 29.0, If it bothers you just 
either turn the deviation down  when transmitting 
or  don't talk too loud.  I seriously doubt if the 
Feds are monitoring for this violation.
