A former Moto tech sent me this... Definitely a VCO problem. Try tightening the logic and RF boards down, seldom did reflowing the solder on the VCO fix the problem. Replacing the VCO always worked. A temporary fix would be to hook up an external speaker to keep the feedback to a minimum.
