[Motorola] Help please ??

A friend has offered me a Motorola Syntor X9000 VHF set.. he thinks is it is pretty complete with cables and head and such.. this set is new to him, but he thinks it has the capability of being locally programmed into the 2 meter ham band with the proper offset and PL tone , if required, for individual local repeaters.. Are all these things possible and self contained within this these sets...
My knowledge on new type sets is non existent, my last set was a VHF GE Mastr II and a UHF Motorola that used only one channel element, per freq all were 100 watt units. The first units were of the Progress Line, and the Motorola that was in something like a double long shoe box..and a big shoe box at that.. but I digress.. And of course I am aware of the much newer IcYaWood equipment that is available, guess I fall into the old school however.. still like the idea of higher power , control heads and running all that cable and so forth..
