Gary,

Sounds like you are having acoustical feedback inside the radio.

This often happens in older hand helds that have had a rough life.
It can be due to poor internal grounding and loose hardware.

I have fixed several radios by simply pulling them open and tightening
all the screws holding the PCB's in place. Cleaning things with a bit
of De-Oxit is a great idea as well.
