This is an interesting point. I have been assuming that these
encryption systems are not permitted on ham bands, but after thinking
about it I am not so sure.
The rules prohibit coding to "obscure the meaning" of a transmission.
However, as more digital modes become available the FCC has become
quite tolerant, especially on VHF of what is allowed.
In the case of a well known technology with the encoding key
published, you could argue that it is not obsuring the meaning
any more than any digital transmission scheme that requires
special equipment that could be obtained easily.
Reviewing part 97 for the details on this could be interesting.
