Encryption requires a specific KEY to decode the encrypted communications
and since the intention of the KEY is to make the communication unreadable
to unauthorized users, any type of Cipher/encrypted communications is
illegal on the ham bands. Plain and simple. Digital can be demodulated now
with varying techniques that are in the public domain, while the cipher
algorithms are highly secret and protected, that is why all of the
keyloaders have a US govt. ID number on them.
Digital modes such as IMBE or VSELP are not coded to obscure demodulation
and therefor they do not need a specific KEY to decipher them so they are
legal on the ham bands, in fact there are some Motorola ham clubs that
have HAM astro25 repeaters up and running.
