I disagree. A flat tire on the side of the road is not an emergency in the
eyes of law enforcement, and you'll find yourself behind bars if you use,
say, a police frequency to report it. Someone's life has to be in danger,
RIGHT NOW. Most agencies will not be lenient if someone comes up on their
radio frequencies to report a flat tire.

having an emergency, or can assist someone who is, you are not restricted by
your license.  You can operate on any frequency that you are capable of
comunicating on.
