That's not a good or accurate blanket answer.
Licensed operators are restricted to the approved licensed frequencies, but
Hams are allowed to operate within the ham bands outside their licensed
privileges IF there is an emergency that is a matter of life or death or
property damage. DO NOT TRANSMIT ON PUBLIC SERVICE FREQUENCIES such as
POLICE and FIRE frequencies. DO NOT ENCOURAGE THIS.

Just a comment , in a emergency you can use any radio and any frequency, but
it must be a matter of life or death and or property damage.
