Some thoughts:
Is the coax any good?
Try physically grounding the antenna base...both a lip mount and a mag
mount can have no good electrical connection at the antenna base. Try at
least clipeading some 1/4 wave wires (7.5 feet each or so) to the trunk lid
base
and see what happens.
Are you sure that the transmitter is transmitting on frequency?

Could the trunk lip mount not be grounding properly? What other thoughts
can you think of? What have I not eliminated?
