[Mobile-Portable] 10 meter mobile

I am stumped.

I bought a Radio Shack 10 meter rig.  One of the first things I did with =
was set it up in the house.  I built a 10 meter dipole and it had a very =
good SWR, in the house.

When I first placed it in the car, I used a trimmed down 11 meter =
antenna and could not get the SWR below 3:1.

Thinking it was the mag mount, I replaced the mag mount with a trunk lip =
mount.  Still, the SWR would not go below 3:1.  So, I bought another =
trunk lip mount.  Still, it would not go down.  The original trunk lip =
mount was an older one of mine.

So, I finally had had it and I went out and bought a 10 meter whip from =
Universal Radio.

Guess what...   I can't get the SWR down below 3:1.

What in the heck am I doing wrong?  I've been a ham for 26 years and =
have NEVER had such an issue. I have one thought.  Should I check the =
ground??  Could the trunk lip mount not be grounding properly?  What =
other thoughts can you think of?  What have I not eliminated?
