No, I have the whole pack thing, but removed it for this photo. The top does have padding except the padding does not cover 100% of the top bar part, and the exposed bar
rubbed on my neck.
Now it appears from your photo that I am using it wrong. I think I had the top shoulder straps cinched up too tight and thought the whole frame had to ride against my back,
unlike the common 'day packs' from the stores.
Wrong.
I am pretty impressed with the overall quality. There was one part, some kind of cover, that developed the ugly "sticky disease" so that I tossed that part.

It's meant to be carried by your hips. The curvature is to keep the pack from rubbing on your back. The top rail is where the ALICE pack slides over the top rail with a pad built into it that keeps the metal off your shoulders. You are missing that pack and the pad and just using the frame without it - that's going to hurt. There are padded straps that you can buy to use without the pack.
[Why aren't ALICE Packs in use any more? It seems like one could carry a large amount of medical ...]
