[Milsurplus] Probably make someone mad

OK, I know this will probably skyrocket before the end of the auction, but this ebay item#  264709476306  would be a good deal at that start bid.  He has a conflict in his shipping, it says $49.95 in the auction, but in his text at the bottom, he says $149.95 shipping and handling.  If the black TX is ARC and the Silver SCR, the rack or the black TX had to be modified.  I was interested in a HV Tester from Gilroy CA, the guy even dropped the price to 30 bucks, but the shipping was 125 bucks.  I thought it was a bit high until I took some estimates of the size of it from the meters on the front, the tag attached to it said 33 pounds, and when I picked the a box size  I would use and plugged the data into the FedEx calculator, it said $140...for ground  I thought the fellow with the gear from the ad above was quite a bit low with 49.95 to ship to CONUS from AZ.
