I don't think there's any great mystery here.  Only a few companies had 
high-end comm receivers in production.  It was a matter of who won what 
contract.   Things were in short supply everywhere.  Hammarlund locked 
up the Army contracts early on.  I believe the Signal Corps had input on 
the later Super-Pro designs.

RCA did a lot of special purpose comm receivers like BC-224/348, 
RAK/RAL, RBA/RBB/RBC,  BC-312/342/312 etc.  Not to mention the AR-88.    
Like I said elsewhere, they were the 700-pound gorilla.

The Britts snapped up HRO's because they could.  I don't think the SX-28 
was as good as the HRO or Super-Pro, but the FCC put them to good use.  
They were perfectly adequate.
