[Milsurplus] International Angry - Nine Association ?

While going thru old papers todays I find a letter, dated 1993, to me from the president, Wim Kramer, of the 'International Angry Nine Association'.
It mentions their publication, 'Q-5'. I am today unable to find anything on the 'net about this group. Will someone here please tell me when this group
was formed, and when it eventually folded ?
