The destruction of Demil D started earlier than 1995.
In 1985, the DoD logistics systems was still handled with microfiche; to find out the Demil status of a PN, it required two operations:
1) convert the PN to FSN or NSN
2) Look at the corresponding IL microfiche to find out.
It was basically a 5 minute operation per part number.
Therefore, it was unpractical for the DRMO to do any search. The screened by visual inspection and removed whatever they were told to destroy.
Also the units often used to dump surplus items for the disposal by weight; they provided a summary list with the main items and added miscellaneous or similar wording for the rest. The DRMO sold them as is, after a visual inspection.
When the inventory got fully computerized in the late 80s, the units started to provide detailed listing with their disposal, and the Demil D destruction got serius.
Later, as Jeff said, things got even tighter.
Now, in my opinion the problem is not the destruction; the problem that everything is Demil D. As you well know, and R-390 is still Demil D after 60 years! Ridiculous!
The government sent to the smelter hundreds of T-34C; a T-34C is nothing else than a Beech Bonanza with a turboprop engine with no military significance.

I do not believe this policy is due to any president but more to do with CYA of career bureaucrats at the pentagon. The computers enable closing the loopholes more efficient.
As trump is nearly the polar opposite of obama this policy would have changed but it’s only gotten tighter.
A problem cannot be addressed if the root cause has not been identified properly.

I have a couple pieces of that system, they are out there. I have kind of lost hope of finding enough pieces to assemble a full system. They were not always that demil code and a lot was released to the surplus market before becoming restricted. Most stuff was cheap and parted out unfortunately.
