I do not believe this policy is due to any president but more to do with CYA of career bureaucrats at the pentagon. The computers enable closing the loopholes more efficient. 

As trump is nearly the polar opposite of obama this policy would have changed but it’s only gotten tighter. 

A problem cannot be addressed if the root cause has not been identified properly.
