Exactly!   Whenever I operate portable I end up telling people about how 
it's possible to communicate anywhere in the world using nothing more 
than a small battery-powered radio and  a piece of wire.   This is 
really a foreign concept to many!   However it's also a good opportunity 
to present ham radio in a positive light and also to show how umpty-year 
old relic radios can still get the job done.

Like the cost of maintaining HF radio capabilities, the cost to 
establish the eLoran system as ais miniscule in comparision with the 
federal budget.   It requires cooperation of several agencies, since the 
Dept. of Transportation is the federal lead for civil positioning, 
navigation, and timing and the Coast Guard has custody of most of the 
Loran-C infrastructure upon which eLoran will be built.
