I found a picture and discussion of the device you have:

The knob has "Kurzschlußstecker" (Short-circuiting Plug) at the top, "Entladestellung" (Discharge Position) in the center, along with indications of position I and II.
Some of the German text is visible in red. The best translation of that wording after seeing the device seems to be:
"After pulling knob one time, then rotate three times, remaining in each discharge position for 30 seconds."
