[Milsurplus] german translation to english with out using google translate

That "properly translate" criterion is hard to satisfy.  Also, by "electric fuse discharger" I assume you refer to a fuse for some sort of bomb or ordnance. 

Without some visual cues to what the controls on this device look like or the positions to which they may be set, I have to best-guess the actual English for a couple of the words.  I get:

"After [setting/pushing/pulling] [head/knob/control/actuator/handle] one time, then rotate three times, remaining in each discharge position for 30 seconds."

But...I'm not sure if these directions make sense for the actual device.  I'm sure there are those here that can do a better job.
