[Milsurplus] german translation to english with out using google translate

I found a picture and short discussion (without any translations) for the device you have:

The knob has "Kurzschlußstecker" (Short-circuiting Plug) at the top, "Entladestellung" (Discharge Position) in the center, along with indications of positions I and II.

Some of the German text that you reported is visible in red:

"Nach Aufsetzen Kopf 1 x herumdrehen dann 3 x 30 sec. in jeder Entladestellung stehen lassen"

My best translation of that text after seeing the device is:

"After pulling knob [or head] one time, then rotate three times, remaining in each discharge position for 30 seconds."
