[Milsurplus] ?'s on AB-719/VRC antenna base

Look for a manual on the AT-912/VRC.  That consists of:

AT-1096/VRC Upper Mast
AT-1095/VRC Lower Mast
AB-719/VRC Spring Base
MX-2799/VRC Matching Unit

I don't what the number is for the AT-912/VRC manual, but there is a fair amount of information in manuals for the AN/VRC-12 series, for which it served as the *early* antenna system.  See:
