All -
Method 1:
    Submerse in DOT 3 or DOT 4 break fluid.
Method 2:
   looking on the web I have found to additional ways to fix neoprene 
and/or rubber:
   oil of wintergreen and rubbing alcohol  1:3 solution  :

Method 3:
   silicone waterproofing:

   which also states  or confirms the above :
      Soak part for 24-36 hours in a mixture of 30% wintergreen oil 
(methyl salicylate) and 70% xylene.

Just in case someone needs a solution
