Or maybe dry it out at a lower temp for longer time so you don't overstress
it like the caps...  When you heat it above boiling point you get steam that
expands greatly and breaks things.  Also drives contaminants where you don't
want them.  150 deg F is safe bake-out temp we used in the aerospace
business for baking PWBs, cleaned assys, etc.  We used to bake "good"
product 12 - 24 hours.  Iron core xfmr might take several days.  Best if you
can do this with dry N2 purge to prevent moisture being driven back in when
cooling.

Another thing to consider is tin whisker migration from soldered areas.  Is
the transformer completely removed / disconnected from the chassis and other
circuitry?  If not might be socket leakage or wiring to chassis?   Could try
91% ipa bath / DI water and scrub with brush prior to baking.
