[Milsurplus] TA-838 hum buzz

I have a TA-838 that makes quite a buzz on the line. So much so people
complain when I make a phone call.

I have an ATA for voip service at my house. All my other "none mil surplus"
phones and lines sound fine. I connected my butt set to the line the 838 is
on and the line sounds fine. So it appears it is the phone itself. I have
the phone on two wire connected to the upper set of post labeled TX and I'm
set to common battery.

Anyone have any suggestions?
