[Milsurplus] Jury Rig as nautical term, per Clete

Nautical "Jury" may have come from the ad hoc way that
a ship would try to recover from a disaster.  Putting up an
additional sail to replace a broken one could be one.
In the old days, I think, a Nautical Court would be convened
to place the responsibility for the situation, so, the temporary
arrangement would definitely be addressed by the Jury.
Maybe.
