I'd say the extra cushioning for the tubes was also to use the typical
tube size cardstock box and not have the tube moving around in the
box.

The seller probably took a box originally  for  something truly delicate
and used it for marketing hype.  The way the tubes were wrapped in their
original  individual cardboard boxes makes sense, it allowed them to be
delivered by parachute or other fast and rough  delivery.
