Yes, the outer wooden box with felt padding looks pretty typical of spares boxes to me, which are intended to protect spare parts that may be rattling around in a vehicle or backpack. Those particular tubes may or may not belong with that spares box. I would expect such a box to be used for carrying spares in the field, not for general shipping.
