Many thanks for the replies - Jim appears to have nailed it - and Sam
KG6XYZ sent this from a Navy training manual

"A common net links all ships or troop units of a designated task
organization. A task group common net, activated by the TG commander,
is guarded by all ships or troop units within the group."
Also, a "Common" is one of the three kinds of naval circuits. The
others are, Command, and Functional.
The "Harbor Common," is another type of Common circuit. A voice
circuit used to call tugs, assign moorings, and to call for a car to
meet the CO dockside.

So TGC = Task Group Common
and CTG = Commander, Task Group
and CTF = Commander, Task Force (comprised of several Task Groups)
so CTG38.1, CTG38.2, CTG38.3, CTG38.4 all reported to CTF38

and this congratulatory message from CTF38 to "ALL TGC" would have
gone to all ships within the various Task Groups comprising TF38.

Many thanks for the education - I know a heck of lot more about the
radio equipment than about how they were actually used......

In case you're interested, NTP4(E) the curernt Navy Telecommunications
Procedures books says:
The five most common Task Force/Task Group circuits are as follows:
1. Under Sea Warfare (USW) circuits, which can be either FSK or voice,
are used to coordinate intra-Task Force/Task Group ASW actions.
2. Task Force/Task Group ADMIN circuits are used for administrative
coordination.
3. Task Force/Task Group Broadcast circuits are used for rapid
dissemination of information and are usually keyed by the flagship.
4. Task Force/Task Group common circuits are used to pass messages
between units of the Force/Group or to pass traffic to a CUDIXS
Special subscriber within the Force/Group for relay to a NCTAMS.
5. The Fleet Warning/Tactical Net (277.8 MHz) is guarded continuously
by all Navy ships (except submarines) when underway singly and by at
least one ship of a group.

A sort of gaurd frequency assigned to all ships in a convoy also have
