Many do, even go so far as to say a buyer will receive an automatic negative
for attempting to pay via paypal.  I guess it's not enforceable since it's
ebays policy and not the sellers and a seller can always prevent ebay for
earning more money with such idiotic games.  It's in ebays benefit to
suggest such a policy, then never speak of it again.

It makes it easy for ebay to debit you, so they can get their insertion fee
and sales cuts.  You still don't have to use or accept online payments, but
ebay will still want their money in some fashion.  I wonder if paypal takes
a major cut when you pay ebay?  Used to be they'd send you a bill once a
month.

Of my other two accounts, I buy with no connection to banks, debt or credit
cards or ability to pay online or receive payments online, no problems.
Un-related user name, bogus address, fake phone number, no other personal or
banking information or anything else actually required or verifiable to make
or use the accounts, just a valid e-mail address so we can make contact for
the transaction after an auction is won, no problems, ever.
