Paypal is judge, jury and sentencing all in one and there is no appeal.
Some people have figured out how to run scams but Paypal doesn't really
care so long as it doesn't cost them. Paypal is fast to refund a buyer
the money *so long as they can take it from the seller*. By using them,
as a seller you are giving them full permission to do this at their sole
discretion. However, if as a seller you don't leave the money in the
linked account, Paypal won't use their own money to refund to a buyer.
I believe that explains the conflicting stories.
The safest way to buy radios is to do it in person, if at all possible.
The buyer gets to do a thorough inspection and the seller gets cash. It
is also pretty safe to buy from reputable firms and known people.
Anything else, no matter what you are promised, carries risk as some
people have figured out how to scam the system and get around the
usually weak protections. Anyone who has bought and sold for a while
has been taken. Fortunately, it is relatively rare.
