: PayPal "immediately" and now the seller is out his money, his S-20 and

In my decade of using PayPal from the US with payments sent all over the 
world and in a recent telephone conversation with a very nice young lady 
representing them, it is, at least for me, or my country, done as I 
described in my earlier post.

On a side-note, paypal merely transfers funds online for a price.  They do 
not represent sellers, buyers and can no more get anyone in hot-water than a 
McDonalds janitor about an ice cream truck short changing you a penny in 
1973 on a previously used gumball.
