here is an example of surplus stuff
About 25 years ago I was at the Indianaoplis Hamfest and a guy had at least 
100 or more RCA HT's and he said they were all uhf  so I made a deal with 
him and 15 followed me home.they all didn't have battries or antenna's but I 
had some of what was needed to put them back in service.I also snooped 
around at the hamfest that day and found a guy who had a bunch of battries 
so a deal was strucl and I went home with a whole big box  of battries.
Now here is the rest of the story.I went thru my junk and I didn'y have any 
antenna's that would work.I put them aside till the next hamfest and  I 
found a guy had a big box of ht antenna's got them all for 10 bucks.I went 
home that day and put my treasures together,I got 2 working and they talk
ed to each other.So I had them setting on my bench turned on and on channel 
1 I was setting there just plain happy and was going to go thru the rest 
when all the sudden some was talking on channel1 I monitered for a while and 
found that it was the FBI repeater in Chicago.My great find was not so cool 
I opened all of them up and removed the crystals I sold all the stuff kind 
of a do it yourself kit.
I dont think that could happen today but 25 years ago the goverment figured 
with no battries and antenna's they were useless but not so as you can see
