You can't have it both ways.

You can't have regulated airwaves free of CB-style yapping and interference if 
the FCC allows anyone to use any frequency.

You can't accommodate more users with narrower channels and still use wideband rigs.

You can't let the military freely sell radio equipment (and not grind it up) if 
you let any buyer go onto any frequency they please.

Just because some radio is surplus doesn't mean you can go use it as-is.  You 
might have to change it's frequency and it might only be useful when so changed 
on the ham bands due to certification issues.  You are buying a special purpose 
piece of gear.
