Andy,

I don't know (but Dave says Yes to the AVT-12 being RCA), and No. The RCAF 
AT-12 is nothing like what Dave has been talking about. The AT-12 consists 
of an MF and two HF medium power transmitters with a common 
Modulator-Dynamotor Power Supply. The tube lineup in the transmitters is 1625 Oscillator, 
1625 IPA, parallel 814 PA's. The modulator is push-pull 811's driven by two 
12SJ7's and a 1625. Manual that I have is T.O. 08-45-25. Source document was 
n'th generation copy, and about the 2nd worst I ever began with (I am still 
working on the worst). Reprint $28.30 plus shipping.

I have never come across any of the hardware so can't help there.
