[Milsurplus] Navy radio procedure

Not really Navy at all, but that post for some reason triggered this memory:
on that NHK website of Japanese wartime newsreels I cited, a scene of 
Betty bombers taking off, someone is down on the ground and signals
clear for takeoff, apparently, using a light gun. I just thought that was 
kind of odd, airfield ground radio not used.  Maybe for reason of 
radio silence??? I dunno. -Hue
