The consolidator is correct. What i used to do is pretty simple is to 
use 1/4 inch plywood and cover the  existing  crate with the plywood or 
the wafer board by stapling it to the existing cleats. if you make a new 
cart and you use 1x4 you have the same problem as the cleats have to be 
kiln dried an certified. The UK is by far the most restrictive of all 
the world I HAVE BEEN THERE AN DONE THAT
