You might as well bite the bullet and uncrate it.  There would be the same 
problem if the shipment were coming in this direction.  About three years 
ago, an MV parts dealer I know brought in a container from France.  Included 
in the container were some 1300 LS-3's in crates.  Plus some of the parts 
were still in original crates.  USDA quaranteed the entire shipment until we 
went to Port of Houston, uncrated everything, and re-exported the crates back 
to France.  Rumour has it that the rule change grew out of some PT boat 
engines that came into New Orleans a year or so earlier.  The crates turned out 
to be infested with some sort of borer.
