there has been an infestation of the Asian longhorned beetle that has attacked an destroyed trees in the New York and Chicago area hence the restrication on wooden pallets:

Ben,
I REALLY don't know. The freight consolidator told me that wood in crates
now has to be "heat treated" and stamped as such.
It seems odd to me too, hence the query.
