[Milsurplus] First RAK/L production

Ref SHIPS 242A, the first two contracts for the RAK/RAL and RAK-1/RAL-1 
were let in 1935.  The last two, RAK-7/RAL-7 and RAK-8/RAL-8, in 1943.  The -8 
was made by Magnavox, the rest by RCA.
