[Milsurplus] ID'ing a small tool pouch

TE-90-(*) is Tool Equipment, Inspector's Marking.  Detailed contents not 
given in SIG 5 but it says consisted of case containing Stamps and Marking 
Ink.  So it is a QA stamp kit.  Stamps were usually locally issued.
