[Milsurplus] Looking for more information on Navy VC-2 radio equipment

I have a receiver for sale on that auction place which bears a tag showing US Government acceptance 30 June 1939; it also says "Part of VC-2 Radio Equipment".  It is a National Type-100 set in bands:

 

200 - 400kc

400 - 800kc

2.5 - 5mhz

5 - 12.5mhz

12.5 - 23.5mhz

 

The National tag is hand-stamped with a Navy Anchor.  Can anyone shed any light on what the VC-2 Radio Equipment was and what was it intended to do?
