All of the PRC-68 etc. series (IIRC) were built to accommodate an SVM
(secure voice module), i.e. a voice scrambler. This was a small unit
that interposed between the radio and the battery box. It plugged in
electrically to the radio via the small connector in the bottom of
the radio. This connector, with the shorting plug needed to route
both Tx and Rx audio when the SVM was not attached, can be seen in
your picture. When the SVM was attached, the shorting plug had to be
stored someplace, and that place is what you see as an empty placeholder.
