The frame antenna is loaded (at least the Russian ones I have
documentation on) from 2 points. There are special dual antenna tuners
called "symmetrizers" (converts the input from the unbalanced
transmitter feedline to 2 tunable symmetrical outputs for feeding 2
points on the frame, which are insulated from ground (the vehicle body).
I can provide the photo of such a "symmetrizer" tuner.
