We've been through this before. eBaqy and PayPal are going WAAAAAY beyond what
any other trading venue does by setting terms of payment (PayPal ONLY) and other
things. They are inserting themselves into the transaction by offering "buyer
protection" "services".
Since they, by their own choice, have become part of the transaction, complaints
about their performance are entirely legitimate.
